The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: optimistic declarations are released from various governments. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a ability provided through timely intelligence. From observation points, defense planes that had been dispatched to counter approaching cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely supplied through partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: maybe the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv greeted the morning news: seven people killed, destruction and heating outages in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a dependence that European nations are clearly incapable to fill in the near term.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, endure.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a assumption understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is impossible to compel Moscow to abandon the areas that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a total frontline collapse until conditions improve in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
