Sheff Wed Deals with Serious Challenges, Declares Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The team's persistent issues constitute a "significant problem" and the football regulator is aiming to acquire authority to examine team situations in such situations, the newly appointed chairman David Kogan has announced.

In a wide-ranging interview, the chairman, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

Kogan met with four fan organizations representing the football team this week.

The football club have been struggling on and off the field in the current year, with the club missing wage payments on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the chairman stated.

"The club represents one of the great brands for football in England and in recent days we have met supporters' organizations.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and acted upon."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year led to sanctions by the football authorities in June, preventing the club from carrying out any transfers or loans for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Regulator's Perspective

Kogan said: "The position was created for the Owls followers, other clubs in similar situations where people are committed to a regional establishment that has represented their community in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the supporters."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to work with them.

"The final option we would consider is start getting involved with an specific team, an individual owner, without being able to work with that owner to try and resolve the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you review the record of the sport, over the past few decades there have been particular chairmen, a small minority, but some who have been irresponsible in the way which they've been managing their clubs and ultimately don't wish to take responsibility for the coming years."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to explain the responsibilities of the authority recently and stated it constituted a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the football community fails, the extraordinary progress that's been made could disappear rapidly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a major achievement - we need to continue the progress.

"Considerable investment flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an financial organization of the top division.

"I of all people understand the concern of undermining the division as a high-quality offering of this country. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the Labour Party in recent years.

The chairman provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any sort of politics."
